Banking on green buildings in Singapore
The concept of sustainability has become increasingly important in recent years, as growing awareness of environmental issues has caused people to become more conscious of the impact their actions have on the planet. But does sustainability pay? We wanted to find out, so we analyzed the trends of office buildings within our CBD (Central Business District) basket to determine if office buildings with Green Mark ratings enjoy better occupancy and rents.
Our initial research suggests that buildings with higher Green Mark ratings tend to command higher occupancy and rents in general. The rental premium could widen in the future as more companies commit to net-zero carbon emissions. Occupancy rates of office buildings with Green Mark ratings are observed to hold firmer than their non-Green Mark-certified counterparts. The average occupancy rate of office buildings in the CBD with Green Mark ratings remained at about 2%-4% between 4Q2020 and 2Q2022, higher than that of office buildings without Green Mark ratings.
We also looked at the rental differential between sustainability-accredited and non-accredited buildings. Our findings suggest that there is a rental gap (10% as of 2Q2022), and this has risen over the years. Within the CBD Grade-A office market, Green Mark Platinum-accredited office developments are observed to command higher rents over buildings with lower ratings (Green Mark GoldPlus and Gold) on average.
The resilience in occupancy and rental premiums could be due to the strong tenant profile of sustainable buildings – occupiers that put a greater emphasis on sustainability and are generally more resilient to crisis. Many studies have also pointed to a positive correlation between sustainability and resilience.
However, measuring the actual “green” premium or “brown” discount remains challenging, given that the best office buildings tend to be highly accredited and factors such as location will also affect rents. There are exceptions to this trend, such as OUE Bayfront, a Grade-A office building that can command top-of-market rents due to its panoramic view of the CBD skyline and quality building specifications, despite not possessing the Green Mark Platinum rating.
In conclusion, our research suggests that sustainability does pay, as office buildings with Green Mark ratings tend to command higher occupancy and rents in general. It is worth noting, however, that measuring the actual “green” premium or “brown” discount remains challenging. As more companies commit to net-zero carbon emissions, the rental premium for sustainable buildings could widen in the future.
Modified Concept and Price Revenue Tender System for Tengah Plantation Loop EC
HDB has announced a modified tender system for the EC site at Tengah Plantation Loop EC, which seeks to encourage the adoption of innovative construction technologies and productive construction methods. Under this pilot, developers must submit an alternative bid alongside the base Prefabricated Prefinished Volumetric Construction (PPVC) bid. This alternative must be able to demonstrate a specified improvement in productivity and may employ a non-PPVC technology or a hybrid of construction technologies.
The tender submission will not require a detailed concept design proposal. HDB has appointed a committee, chaired by the Building and Construction Authority (BCA), to assess the alternative bid and determine whether it can reasonably meet the productivity improvement requirements and provide benefits comparable to those of PPVC technology.
The tender for both GLS plots will close on June 27, 2023. This is to be batched together with the mixed-use site at Marina Gardens Lane, which was launched by URA on December 5, 2022.
